The second recipient of the 2015 Excellence Award for Innovative Solutions is another team from Lincoln Laboratory, I’m proud to say.  Their name is understated for the work they do—the Lincoln Laboratory Prime Contract Team—but their accomplishments are anything but.

The U.S. government was initiating sweeping prime contract changes that would have had problematic consequences for MIT.  The proposed changes ranged from new legal interpretations of fiscal law to new financial and reporting requirements, and risk assessment showed that the new contract would have entailed significant risks for MIT. In fact, it could have prevented MIT from signing the agreement at all.

This team built bridges with the government to proactively identify and implement inventive solutions. They crafted detailed, persuasive arguments based on current law, which ultimately caused the government to resolve the issues openly on their merit.

Most important, the 11 members of this extraordinary team negotiated a new prime contract that will result in a win-win situation for both the U.S. government and MIT. It’s a landmark agreement that is critical to national security.
